An audit is evidence, not a plan

A crawler can report hundreds of warnings because reporting is cheap. Delivery is constrained by engineering time, content capacity and how quickly search systems respond. The useful question is not how many issues exist; it is which change is most likely to improve an important outcome now.

Remove noise before scoring

Build one clean backlog before deciding what comes first.
